Licensing schemes in Harlow

Harlow Council operates the national mandatory scheme. We found no additional or selective licensing scheme in force or proposed as of September 2026. Councils can introduce one after a public consultation, so it is worth setting an alert.

Licence fees

The published fee for a new HMO licence is £850, and £350 to renew. Fees can depend on the number of occupants or lettings, and they are reviewed each year.

The mandatory HMO licence fee for a property with up to 6 bedrooms is £850, reduced to £600 if the licence holder provides evidence of valid membership of a recognised Landlord Accreditation scheme (such as the NRLA). An additional £80 is charged per bedroom above 6. Renewal of an existing licence costs £350 (reduced to £225 with accreditation), also for up to 6 bedrooms, plus £80 per additional bedroom above 6. The council separately charges £50 for an incomplete application, £180 for a missed or incomplete inspection, £260 for a re-inspection (£210 with accreditation), and escalating reminder-notice fees of £78, £50 and £70.

Check the current fee on the council website (harlow.gov.uk) before you apply.
