Licensing schemes in Herefordshire
Herefordshire Council operates the national mandatory scheme. We found no additional or selective licensing scheme in force or proposed as of September 2026. Councils can introduce one after a public consultation, so it is worth setting an alert.
Licence fees
The published fee for a new HMO licence is £1,404, and £1,194 to renew. Fees can depend on the number of occupants or lettings, and they are reviewed each year.
Flat fee (effective 1 April 2026): basic application fee for a 5-year HMO licence is £1,404, with no published scaling by occupant number. Percentage discounts: 5% for applicants accredited under the Midland Landlord Accreditation Scheme (MLAS) or equivalent (£1,334); a further 5% where the landlord is a member of a recognised landlord association (both = 10%, £1,264); 15% for re-licensing/renewal (£1,194); 20% for renewal plus one other discount (£1,123); 25% for renewal plus both other discounts (£1,053). Figures are from the council's quick reference guide. The full fee must accompany the application (an application without the full fee is not treated as complete and is not processed); a withdrawn application is not refunded in full. No instalment option is published. Payment by cheque or by card over the phone (01432 261761).
Check the current fee on the council website (herefordshire.gov.uk) before you apply.
