Licensing schemes in Warrington

Warrington Borough Council operates the national mandatory scheme. We found no additional or selective licensing scheme in force or proposed as of September 2026. Councils can introduce one after a public consultation, so it is worth setting an alert.

Licence fees

The published fee for a new HMO licence is £492.09. Fees can depend on the number of occupants or lettings, and they are reviewed each year.

Warrington charges a single flat licence fee, paid up front by cheque (payable to 'Warrington Borough Council') or via the council's payment channels when the application is submitted — the application is not treated as made until the fee is paid. No instalment plan is published. The council's current fees and charges schedule (effective 7 April 2026) lists a new HMO licence at £492.09 (quoted by the council as excluding VAT), reduced by 10% to £442.87 for landlords enrolled in the Cheshire Landlord Accreditation Scheme (CLAS), and reduced by 50% to £246.04 for registered charities. A licence variation (e.g. change of manager or occupant numbers) costs £47.44. The council's guidance notes for applicants do not publish a separate, lower renewal fee — the same fee schedule applies whether the application is for a new licence or a renewal, and an HMO licence is not transferable to a new owner (the new owner must pay the full fee again with no refund for the unexpired term). The fee covers assessment and inspection for a licence lasting up to 5 years, sized to the number of occupants/households declared on the application.

Check the current fee on the council website (warrington.gov.uk) before you apply.
