Licensing schemes in Boston
Boston Borough Council operates the national mandatory scheme. We found no additional or selective licensing scheme in force or proposed as of September 2026. Councils can introduce one after a public consultation, so it is worth setting an alert.
Licence fees
The published fee for a new HMO licence is £1,050, and £1,050 to renew. Fees can depend on the number of occupants or lettings, and they are reviewed each year.
Scaling fee, set in 'Appendix A - Fees and Charges 2026-2027, Enforcement Policy, Housing Standards' (official PDF linked from the council's HMO page; the same SELCP policy suite covers Boston, East Lindsey and South Holland). New licence: £300.00 for initial application and processing plus £150.00 for each unit of accommodation. Renewal of an existing licence: the same, £300.00 plus £150.00 per unit of accommodation (no renewal discount). Maximum 5-year licence; no licence issued until the full sum is paid. The totals below are illustrative arithmetic for a 5-unit HMO (£300 + 5 x £150 = £1,050); the appendix does not define 'unit of accommodation' explicitly (assumed to be each lettable room/unit), so the per-property total should be confirmed with the Housing Standards team. The council's HMO page describes a two-part structure (Part A payable before processing/inspection; Part B payable after a successful inspection to cover ongoing administration and enforcement), but Appendix A does not publish a Part A/Part B split, so instalments is null. No accredited-landlord discount is published. The fee is reviewed annually per the licensing policy. Other listed charges: printed copy of public register £60; inspection charge £125 (in a separate section of the same appendix).
Check the current fee on the council website (boston.gov.uk) before you apply.
Minimum room sizes
| Single bedroom | 6.51 m² where a separate kitchen is provided (Appendix C, Amenity and Space Standards for HMOs 2026-2029, SELCP/Boston); 10.22 m² for a single-person room that includes its own kitchen facilities (bedsit). Excludes any space allocated to bathing facilities. |
|---|---|
| Double bedroom | 10.22 m² for two persons with a separate kitchen; 14 m² for two persons in a room with kitchen facilities. Double occupancy is only for a co-habiting couple; no room may be occupied by more than two persons irrespective of age. |
| Child under 10 | Appendix C does not state a separate child-under-10 size. National fallback (SI 2018/616): 4.64 m² minimum for a child under 10; rooms under 4.64 m² may not be used for sleeping. |
| Shared kitchen minimum sizes | 3-5 occupants: 7 m²; 6-7: 9 m²; 8-10: 13 m² (or 2 kitchens totalling 13 m²); 11-15: 17 m² (or 2 kitchens totalling 17 m²); 16+: contact Housing Standards (minimum 2 separate kitchens). Row alignment of the extracted PDF table was partly scrambled: verify against Appendix C. |
National minimums for licensed HMOs are 6.51 m² for one adult and 10.22 m² for two adults; councils can apply higher local standards.
