- Fire doors must be FD30 (half-hour) or FD30S (half-hour, smoke stop) construction with intumescent strips, and must be openable from the inside without a key; upgrading existing doors is not accepted as an alternative to new fire-resisting doors, and sliding doors are not acceptable in fire-resisting elements.
- Firefighting equipment, emergency lighting and fire alarms must be kept under a maintenance contract and tested regularly, with records kept in a log book and available to the council on request.
Kitchen, bathroom and amenity standards
- One full set of kitchen facilities (sink, cooker, worktop, food storage, cupboards, sockets, refuse storage) is required per 5 sharing occupants; 6-10 occupants require 2 sets, 11-15 require 3 sets.
- Cooking facilities: individual use requires a minimum of 2 rings, oven and grill; shared use for up to 5 persons requires a standard cooker with at least 4 rings, oven and grill.
- Personal washing facilities are set by occupancy: e.g. up to 4 occupants need 1 shared WC, 1 bath/shower and 1 wash hand basin, rising to 3 of each for 13-15 occupants.
- Mechanical extract ventilation is required in windowless kitchens (30l/s over the hob, 60l/s elsewhere), bathrooms (15l/s + 15 min overrun) and toilets (6l/s + 15 min overrun).
- Fixed, occupant-controllable space heating must be provided in every room including bathrooms and kitchens.
