Licensing schemes in East Riding of Yorkshire
The council says an additional HMO licensing scheme operates in Goole, covering HMOs that fall outside the national mandatory definition. The council does not publish the designation start or end dates, so landlords in Goole should confirm the current scope and expiry with the licensing team.

Licence fees
The published fee for a new HMO licence is £1,205, and £1,015 to renew. Fees can depend on the number of occupants or lettings, and they are reviewed each year.
Fees below are the council's published schedule effective from 1 April 2026, quoted for a 5-bedroom property (the base case), with £25 added per additional bedroom. New application: £510 for a 1-year licence, or £1,205 for a 5-year licence. Renewal: £510 for a 1-year licence, or £1,015 for a 5-year licence. A 1-year (rather than 5-year) licence may be mandated where a property was found operating unlicensed or where there are management concerns. A pre-application advice visit (2 hours) costs £240 inc VAT (previously quoted as £172.62 on an older cached version of the page — the £240 figure is the live 2026 rate). A replacement licence costs £45. Licences cannot be transferred and a separate licence is needed for each property.
Check the current fee on the council website (eastriding.gov.uk) before you apply.
Additional and selective licence fees
Fees for council-designated schemes are set separately from the mandatory HMO fee. Figures are the standard full-rate fee for a new licence, before any discounts.
Additional licence
No single standard fee
The council’s HMO licensing page refers to an additional licensing scheme that operates in Goole, but it publishes no designation dates and no separate additional-licence fee. Landlords in Goole should confirm the current scope and fee with the council.

Minimum room sizes
| Double bedroom | 10.22 m² minimum floor area for a room used as sleeping accommodation by 2 persons aged 10 or over. East Riding's own HMO page states only that rooms must be of 'a reasonable size' without publishing its own figures, so this is the national statutory minimum under The Licensing of Houses in Multiple Occupation (Mandatory Conditions of Licences) (England) Regulations 2018, which applies by default to mandatorily licensed HMOs. |

| Single bedroom | 6.51 m² minimum floor area for a room used as sleeping accommodation by 1 person aged 10 or over (4.64 m² for a child under 10). East Riding's own HMO page states only that rooms must be of 'a reasonable size' without publishing its own figures, so this is the national statutory minimum under The Licensing of Houses in Multiple Occupation (Mandatory Conditions of Licences) (England) Regulations 2018. |
National minimums for licensed HMOs are 6.51 m² for one adult and 10.22 m² for two adults; councils can apply higher local standards.
