Proposed
Additional licensing

Salford has approved a new citywide additional licensing scheme for Section 257 HMOs (converted buildings where the conversion does not meet Building Regulations and under two thirds of flats are owner-occupied). The consultation ran 4 February to 15 April 2026, the council designated the scheme on 11 August 2026, and it starts on 24 November 2026 for five years (licences end 24 November 2031). The old citywide additional scheme for 3-4 person HMOs ended on 19 July 2026 and cannot be renewed; selective licensing also runs in Eccles/Barton/Winton (to 1 September 2027) and Broughton/Kersal/Broughton Park (21 January 2026 to 21 January 2031).

Licence fees

The published fee for a new HMO licence is £970, and £895 to renew. Fees can depend on the number of occupants or lettings, and they are reviewed each year.

Mandatory HMO licence fee (properties up to 12 bedrooms) is split into an application fee and a grant fee. First application: £679 application + £291 grant = £970. Subsequent (later) applications: £661.50 + £283.50 = £945. Renewal: £895 total. Properties with 13+ bedrooms pay an extra £40 per additional bedroom. Accredited landlords get a discount (£945 first application, £910 subsequent). Licences run for up to 5 years. Note: Salford's Additional HMO Licensing scheme (for 3-4 occupant HMOs, borough-wide) ended on 19 July 2026 and cannot be renewed. Salford also runs Selective Licensing in specific wards (not borough-wide, and not HMO-specific): Eccles, Winton & Barton (1 Sept 2022 - 31 Aug 2027, fee £609 first application / £589 subsequent) and Broughton, Kersal & Broughton Park (starts 21 Jan 2026, fee £609 first application / £570 subsequent from 22 July 2026).

Check the current fee on the council website (salford.gov.uk) before you apply.
