Minimum room sizes

Single bedroomSefton's own standard (Guidance on standards for HMOs subject to Mandatory Licensing, Dec 2020): not less than 10 m2 for one person, or 8.5 m2 in student-type houses where a separate communal lounge (not a kitchen/dining room) is provided; 13 m2 where the unit has integral kitchen facilities (bedsit). Minimum floor-to-ceiling height 2.3 m (attic: over at least half the floor area measured 1.5 m above floor; underground room 2.14 m). Note the national statutory minimum for a single adult sleeping room is 6.51 m2 (SI 2018/616), but Sefton's published local guidance is higher.
Double bedroomSefton's own standard: not less than 15 m2 for two persons in bedsit and shared-house accommodation, or 11 m2 where a separate communal lounge is provided; 19 m2 where the room has integral kitchen facilities. No room may be occupied by more than two persons. National statutory minimum 10.22 m2 for two adults (SI 2018/616) is lower than Sefton's local guidance.
Child under 10Sefton's mandatory-licensing standards document does not state a separate figure for a child under 10 (it notes different-sex children should not share a room from age 10). National fallback: 4.64 m2 minimum for one child under 10 (SI 2018/616); no room under 4.64 m2 may be used for sleeping.

National minimums for licensed HMOs are 6.51 m² for one adult and 10.22 m² for two adults; councils can apply higher local standards.
