Licence fees

The published fee for a new HMO licence is £1,475. Fees can depend on the number of occupants or lettings, and they are reviewed each year.

The mandatory HMO licence fee is charged per habitable room: for a 5-year licence, £295 per room (Part A £177 payable at application, Part B £118 payable before the licence is issued), up to a stated maximum total of £5,907; a shorter 1-year licence (issued at the council's discretion) costs £201 per room (Part A £177 + Part B £24). An advisory pre-application visit costs £236. No discounts are published. The example total below (£1,475) is for a typical 5-habitable-room HMO on a 5-year licence (5 x £295); actual cost scales with room count. Separately, Croydon's Additional HMO Licensing scheme (fee £1,250 for a 5-year licence: Part A £750 + Part B £500, or £850 for a 1-year licence, with up to £250 of stackable discounts off Part B: £100 accredited landlord, £50 EPC B+, £100 ARLA/RICS/Safeagent) and Selective Licensing scheme (£800 total for a 5-year licence: Part A £480 + Part B £320, or £544 for a 1-year licence, with discounts off Part B for EPC B+/accredited landlord/ARLA-RICS-Safeagent and a £100 multi-dwelling discount off Part A on 2nd+ properties) came into force on 25 September 2026, confirmed on the council's own pages, so both scheme flags below are now true.
