Licensing schemes in Rutland
Rutland County Council operates the national mandatory scheme. We found no additional or selective licensing scheme in force or proposed as of September 2026. Councils can introduce one after a public consultation, so it is worth setting an alert.
Licence fees
Rutland County Council does not publish a single figure we could confirm. Fees are set by the council and reviewed each year, so check its fees page.
No Rutland HMO licence fee could be verified from an official Rutland source. Rutland shares its housing standards service with Peterborough City Council, which implements Rutland's mandatory HMO licensing, but no Rutland-specific fee, renewal fee, discount or instalment arrangement is published on any page found. For context only (NOT verified as applying to Rutland): Peterborough's own mandatory HMO fee is £1,100 (Part A £367 + Part B £733, paid together at application, no instalments) on peterborough.gov.uk. Contact housing.standards@peterborough.gov.uk or Rutland on 01572 722 577 to confirm the fee for a Rutland property.
Check the current fee on the council website (rutland.gov.uk) before you apply.
Minimum room sizes
| Single bedroom | 6.51 m² minimum (national fallback: Licensing of Houses in Multiple Occupation (Mandatory Conditions of Licences) (England) Regulations 2018, SI 2018/616). No Rutland-specific room-size standard was found; applies to persons aged 10 and over. |
|---|---|
| Double bedroom | 10.22 m² minimum for two persons (national fallback, SI 2018/616). |
| Child under 10 | 4.64 m² minimum (national fallback, SI 2018/616); rooms under 4.64 m² may not be used for sleeping. |
National minimums for licensed HMOs are 6.51 m² for one adult and 10.22 m² for two adults; councils can apply higher local standards.
Fire safety requirements
- National legal position (no Rutland-specific fire standard found): a suitable and sufficient fire risk assessment is required for HMOs under the Regulatory Reform (Fire Safety) Order 2005.
- Licence-holders must keep fire alarms and firefighting equipment in working order and ensure adequate fire precautions, including fire doors and fire blankets as appropriate (Licensing and Management of HMOs (England) Regulations 2006 and Management Regulations 2006).
- Smoke alarms on each storey with a habitable room and carbon monoxide alarms where solid-fuel appliances are used, per the Smoke and Carbon Monoxide Alarm (England) Regulations 2015 (as applied in mandatory licence conditions).
- The shared housing-standards team's operator (Peterborough City Council) refers HMO landlords to the LACORS Housing: Fire Safety guidance for detailed provisions; not confirmed as a Rutland-adopted standard.
Kitchen, bathroom and amenity standards
- National legal minimums (as summarised on Peterborough City Council's HMO standards page, which applies to all HMOs whether licensed or not; not a Rutland-published document): adequate space heating in each letting and in bathrooms; kitchens and bathrooms adequately ventilated (extractor fans in kitchens); kitchens, bathrooms and toilets of adequate size and layout.
- All baths, showers, wash hand basins and sinks must have hot and cold water. For up to four occupiers at least one bathroom and toilet; for five or more, one bathroom and one separate toilet for every five sharers (as amended by SI 2007/1903 to 'an adequate number' for the sharers).
- Shared kitchen must be adequate for the number of sharers, with sinks and drainers, cooking equipment, worktops, storage cupboards, fridge/freezers, electrical sockets and adequate refuse disposal.
- Council-specific amenity ratios and minimum kitchen/living-room sizes for Rutland could not be verified; confirm with the housing standards team before licensing a Rutland property.
